Section E.2.2 says the system will only be used by XSEDE staff. Does this mean that service providers who aren't XSEDE staff won't be able to upload usage data? I think this section should say something more like, "The system will be used by XSEDE staff and any XSEDE service provider who needs to supply usage data."

The "only be used by XSEDE staff" meant that only staff will login interactively to manage the service and produce usage reports, but your point is well made that administrators uploading usage are also users. We'll expand this section to cover both types of users.
