REVIEW-44: Service Provider Integration 1, 3, and 4 - Test Readiness Review

The Community Software Repository is a centralized XSEDE service that supports an Agile development model. It now supports three Service Provider Integration use cases, specifically SPI-1, SP-3, and SP-4. This test plan will confirm that these use cases have been implemented and work as advertised.
