CAN-07: Subscribe to resource status information

Executive Summary: 
An application developer or science gateway developer needs to create an application that subscribes to resource status information so the application receives asynchronous, best-effort updates when the status changes or is refreshed. Application examples include: a web application (e.g., science gateway or user portal), a workflow system (e.g., Galaxy, Pegasus, Kepler), a mobile application, or a system monitoring service.
