CB-01: InCommon-based Authentication

Executive Summary: 
A campus IT administrator would like researchers at his/her campus to be able to login to community resources using InCommon-based authentication mechanisms.
User Importance Summary: 
A growing number of academic/research institutions offer InCommon credentials to their researchers and students. Allowing researchers to login to community resources using InCommon credentials makes it easier for researchers to move their work from campus-based systems to community resources and back again.
Target Communities and Sizes: 
Researchers at InCommon-participating institutions who use community resources - (1,000 < N < 10,000)
