Executive Summary: 
An independent resource provider wants to offer a privately operated computational facility for use by researchers at colleges and universities in a manner consistent with the expectations of users of public research computing resources in exchange for a fee or other form of payment.
User Importance Summary: 
XSEDE's campus bridging initiative is aimed at making it easier for researchers to access community services from their campuses, and easier for campus IT administrators to offer their services to other community users.
Target Communities and Sizes: 
Independent resource providers with services of value to XSEDE researchers - (10 < N < 100)
