CB-15: Develop an application or gateway that submits tasks to any of the high-throughput computing queues available to a campus

Executive Summary:
An application developer or science gateway developer needs to write an application that submits computation tasks to one or more of the high-throughput computing (HTC) resources available to his or her campus.
User Importance Summary:
Research applications are increasingly making use of many-task computing (aka high-throughput computing) services. A single campus often has access to multiple resources for many-task computing, and research applications based on campuses need a way to tap into these services.
