CI-04: Publish current and desired system capabilities, their availability, and their implementation status

Executive Summary: 
A community member needs to create a public record of system capabilities (aka “use cases”) that are needed by members of the research community.
User Importance Summary: 
A concise, comprehensive list of desired user capabilities is necessary in order to properly maintain and engineer changes to the public research computing environment, particularly when responsibility for the system changes (e.g., through management change). Making this data public is further necessary in order to enable community members to contribute to the system in useful ways, both by rating the importance of specific capabilities and by offering solutions to specific capabilities.
