CI-05: Discover current and desired system capabilities, their availability, and their implementation status

Executive Summary: 
Community members need to discover system capabilities (aka “use cases”) that EITHER: (a) are currently offered by the system and that might enable their work, OR: (b) are currently needed and that they might be able to supply.
User Importance Summary: 
A concise, comprehensive list of desired user capabilities is necessary in order to properly maintain and engineer changes to the public research computing environment, particularly when responsibility for the system changes (e.g., through management change). Making this data public is further necessary in order to enable community members to contribute to the system in useful ways, both by rating the importance of specific capabilities and by offering solutions to specific capabilities.
Target Communities and Sizes: 
Community members - 10,000 < N < 100,000
