CI-09: Discover and inspect system capabilities currently under development

Executive Summary: 
Community members need to discover and inspect any new and enhanced capabilities currently being worked on so that they can prepare to leverage them or avoid duplicating them.
User Importance Summary: 
Public plans are important toward furthering the public research computing environment. Allowing current and potential users to view and review plans for new capabilities improves the likelihood that new capabilities will be used when they become available, and helps ensure that the community's limited resources are being spent on the highest priorities.
Target Communities and Sizes: 
Community members - 10,000 < N < 100,000
