CI-16: Publish batch hardware, configuration, and status information

Executive Summary: 
A resource provider publishes the detailed configuration and status of a compute resource so researchers can submit jobs appropriately to the resource.
User Importance Summary: 
HPC resources are expensive, and a good return on investment requires maximizing the resource's utilization. Jobs submitted to the resource must be optimized and configured to use the resource efficiently. In order to perform this optimization and configuration, researchers (and automated applications) that submit jobs to the resource need to know the resource's detailed configuration. It is in the resource provider's interest to make this information available to researchers who use the resource.
