Executive Summary: 
A researcher needs to set up a system that triggers a time-critical computation (or other actions) when new data arrives/is available. Time-critical means the triggered event has to happen right away or it won’t be useful.
User Importance Summary: 
The time-critical data analysis or computation may be in response to a quickly developing weather, health, or other emergency where quick turn-around can significantly impact people or property.
