DM-11: Post-allocation data access

Executive Summary: 
A researcher needs to access his/her data on a community resource after his/her allocation on that resource ends.
User Importance Summary: 
Most service providers offer a grace period following the end of a user's allocation period for the user to "clean up" and archive his/her work. Research productivity is hurt if the researcher needs to learn a new set of tools and/or access credentials during this "clean up" period.
