GRP-17: Drive project membership with an email message

Executive Summary: 
A researcher or educator wants to send the community’s account management team a list of names and email addresses, resulting in everyone on the list receiving a community account and being added to the researcher/educator’s allocation project group.
User Importance Summary: 
This use case originated from feedback from the PI of an educational allocation. The PI said that the lack of this feature (which he proposed) was "really frustrating."

PIs of education allocation - (100 < N < 1000) PIs of research allocations - (1000 < N < 10000)
