A researcher needs to use multiple HPC resources to carry out a research computing program.
User Importance Summary: 
Some researchers' projects are too large to be satisfied by a single HPC resource, and some research projects outlive the resource on which they begin and must be moved to a new resource. Consistency between resources improves research productivity.
