HPC-08: Discover batch hardware, configuration, and status information

Executive Summary: 
A researcher that already has access to a resource discovers the resource’s detailed configuration and current queue status so the researcher can run jobs on suitable nodes and track the status of previously submitted jobs.
User Importance Summary: 
HPC resources are expensive, and a good return on investment requires maximizing the resource's utilization. Jobs submitted to the resource must be optimized and configured to use the resource efficiently. In order to perform this optimization and configuration, researchers (and automated applications) that submit jobs to the resource need to know the resource's detailed configuration.
