IDM-06: Login to a web application or science gateway with a community identity

Executive Summary: 
A community member needs to be able to login to a web application or science gateway (a web application integrated with the community, hereafter referred to as “the gateway”) with a community identity so the gateway can securely interact with community services on behalf of the user.
User Importance Summary: 
Access to resources and services in the public research computing community requires persistent identities for individuals. When science gateways and other applications leverage the same mechanism, it becomes easier for researchers to develop gateways and it becomes easier for users to access other community resources and services.
Target Communities and Sizes: 
Gateway developers - 10 < N < 100 Community members who use gateways - 10,000 < N < 100,000 Application developers - 10 < N < 100 Community members who use applications - 10,000 < N < 100,000
