IDM-08: Login to a locally installed application with an SSH/X.509 key

Executive Summary: 
A community member needs to login to a locally installed application (a command line program, graphical desktop application, or mobile application) using an SSH key or X.509 certificate, such that the application can securely interact with community services on behalf of the user.
User Importance Summary: 
Access to resources and services in the public research computing community requires persistent identities for individuals. SSH keys and X.509 certificates are popular with some (mostly long-time) community members.
Target Communities and Sizes: 
Community members who develop applications - 100 < N < 1,000 Community members who use applications and have SSH keys or X.509 certificates - 100 < N < 1,000
