SPI-07: Enable a research community to install software on a resource

Executive Summary: 
A service provider wants to enable research communities to install software on a resource they administer so the software can be used by the community and so community information systems contain resource-specific instructions that researchers can find and follow.
User Importance Summary: 
Service providers need a way to publish (and promote!) the availability and instructions for use of their "community software areas" (CSAs), where researchers can install software tools for use by their research communities. Researchers need a consistent way to identify resources that offer CSAs, obtain instructions for their use on individual resources, share information about any software tools they placed in a CSA, and find out which software tools are available via CSAs on each resource.
