SPI-08: Register availability of a specific application or service for use

Executive Summary: 
A service provider or science gateway operator needs to advertise an application or service they make available for use as part of a resource or gateway.
User Importance Summary: 
Researchers, educators, and application and science gateway developers need a way to discover where applications and services are available across all of the independently operated resources and science gateways. We facilitate this discovery by enabling and encouraging service providers and gateway developers to publish the availability of applications and services on their system.
Target Communities and Sizes: 
Service providers - 10 < N < 100 Science gateway developers - 100 < N < 1,000
