SPI-16: Scan a moderated service provider forum for a solution to a problem other SPs are likely to have had

Executive Summary: 
A service provider has a hardware, software, digital service, or user application problem that other service providers might have encountered in the past, or might be able to help with in the present, and wishes to explore possible solutions through a moderated service provider forum.
User Importance Summary: 
Integrating a resource into a wider service community can be challenging. Newer service providers are likely to encounter common issues that previous service providers have already solved, so it would be helpful to have a way to capture those solutions and make them easily discoverable for new service providers.
Target Communities and Sizes: 
Service providers - 10 < N < 100
