Executive Summary: 
A researcher, educator, or student has a research computing problem that other researchers, educators, or students might have encountered in the past, or might be able to help with in the present, and wishes to explore possible solutions through a moderated researcher forum.
User Importance Summary: 
Learning to use national or international-level computing systems can have a steep learning curve. Researchers new to the community are likely to encounter common issues that have already been solved by previous researchers, so having a way to capture these solutions and make them discoverable is helpful.
